If you just use a lvl 80 booster you will have basically no hero points left to put into any elite specialization. To get the needed points you must get hero points from one of the expansion maps, probably Heart of Thorns as it's the first expansion. Spend them, but don't spend them all at once if you're newer. Spend them to learn a skill/trait, then practice with that skill/trait. Then rince and repeat. Every expansion hero point grants 10 points instead of 1 from core, so you need 25 hero points per elite spec. Yes you need the 250 points for every spec. Fastest way is probably starting in the PoF maps (crystal desert is the first map from there, either doing the first part of the story or getting someone to help you with teleport to friend).
